Can it? If it doesent can I set up a virtual host?

Yeah I'm having the exact same problem. Since I just DLd the source I'm flailing around trying to figure out where exactly this code sits.

The CVS version does not contain default bootstrap hosts. If you run the production version once on the computer, it'll cache some hosts the CVS version can bootstrap off of.
